Some occupations and activities are regulated and subject to the granting of a permit or licence. You should always check whether any special permits or licences are required for your particular activity (including planning permission) and whether any special environmental standards are in place.

Regulated occupations and activities

You need to provide proof of your professional qualifications (FR/NL) before being able to practice a number of occupations in Belgium. The full list is published on the website of the SPF Economy, SMEs, the Self-employed and Energy.

The Brussels-Capital Region is the competent authority at regional level with respect to licences and training courses for taxi operators. The Cellule Agriculture (agriculture unit) is responsible for checking the production and distribution chain of organic products. The Direction Politique de l'Emploi et de l'Economie plurielle (employment and mixed economy policy directorate) is the accreditation and licensing body for private employment agencies active in the Brussels-Capital Region.

Urban planning and environment

Every work of construction, demolition, renovation, conversion or change of use requires planning permission. All plans must be in compliance with specific regulations for car parks and bike parking facilities. Advertising and signs are also tightly regulated.

All new businesses in Brussels must have an environmental permit, especially if they use special systems or practice certain activities. Organisations employing more than 200 people at the same site must draw up a mobility plan to ensure sustainable commuting.

The Brussels Enterprise Agence (BEA) provides free personalised support for all urban planning questions (including assessing permit applications, office, car park and advertising regulations, procedures and recommendations) and environmental questions (including permit types, establishment plans, regulations on water discharges, waste, air emissions and transport plans) in the Brussels-Capital Region.
